AECOM (legacy Shimmick Construction) performed the Haster Retarding Basin, Pump Station and Recreational Field project, which included the creation of an integrated flood control project and recreational-use area. Over 199,000 cubic yards of excavation deepened the existing basin by eight feet.

A large sump pump system, dewatering channels and elevated haul roads were used to dewater the existing basin without the use of significant perimeter dewatering wells. This also limited potential settlement impacts to the surrounding residential homes.

The recreational area includes a soccer field, jogging path, exercise stations and two cantilevered shade structures within a flood control facility capable of managing 100-year flood inflows of 2,100 cubic feet per second.

The project was completed in 2012.
