Completed in 1999, the Mandalay International Airport is the largest and most modern airport in Myanmar. The consortium of Mitsubishi Corporation, JALUX Inc. and SPA Project Management Ltd,  was granted a Rights of First Refusal contract from the Government of Myanmar for a 30-year concession agreement to operate, improve and rehabilitate the airport.

With a capacity to handle up to three million passengers per year and operate flights to 12 cities across the country, the terminal saw a 20 percent annual passenger growth and was eyeing an expansion that could raise passenger capacity to 15 million passengers a year.

To meet the increase demand brought by the acceleration of tourism, business and industrial activities in Myanmar’s second largest city, the client, Yoma Strategic Holdings Limited, an affiliate of the SPA Group, together with the Department of Civil Aviation, engaged AECOM to develop an optimal land use plan for the airport to cater to future airside and landside demands.

The team delivered a long-term growth plan to accommodate the expansion of the airport, carefully balancing its near- and mid-term needs to ensure smooth operations and continued success in the airport’s aspirations for growth.
