Libya Housing and Infrastructure Program Management

With new economic ambitions, the Libyan government has launched one of the largest public infrastructure investments in the world to establish a foundation for its continued growth. The Libyan Housing and Infrastructure Board (HIB) – the government agency funding a US$50-billion-plus (60-billion Libyan dinar) program to improve housing, roads, bridges, water and utilities to Libyan residents – selected AECOM to oversee every facet of this program.
As program manager, AECOM is leading the HIB Program Management Department and its more than 200 employees to orchestrate the myriad projects presently underway and planned as a part of this effort.
The transformative nature of this undertaking will extend beyond the physical environment. The AECOM-led program will develop and train the staff of the HIB as well as leverage each development project as an opportunity for Libyan businesses, professionals and tradespeople to partner with the international firms hired to carry out the design, planning, engineering and construction.
In one decade’s time, the changes will be vast. Libya’s network of roads, highways and bridges; clean water, treated waste water, sewerage and storm water runoff; enhanced urban environments, new communities, parks and housing; as well as its utilities and telecommunications will be state of the art. The ambitious goal and compressed timeframe will give HIB and other government agencies overseeing similar investment programs hands-on experience in the complete lifecycle of a wide array of projects.
As a result of the partnerships local markets and industries will develop, businesses will expand, and the pool of skilled resources will grow – enabling Libyans to compete globally and contribute to a self-sustaining economy.
